 简陋的房屋 贵州省赫章县、云南省镇雄县农村贫困纪实 从贵州省赫章县城出发，经过4个小时的颠簸，《中国农村贫困与发展捐助工程》的志愿者来到河镇——赫章县的贫困乡之一。 河镇彝族苗族乡位于赫章县西北部，距县城81公里，毗邻云南省彝良、镇雄两县。古代属具有辉煌历史的夜郎古国管辖，如今归属贵州省赫章县行政区域。这里平均海拔2200米，年平均气温11℃，年降雨量923毫米，无霜期210天。境内山高坡陡，峰峦重叠，沟壑纵横，土地破碎，倒春寒、冰雹、洪涝、冷雨低温等自然灾害频繁，农业生产条件差，是国务院2001年划定的国家级一类贫困乡。 由于受历史、自然、经济、社会等因素的影响，形成了贫困面大，贫困程度深，水土流失严重，生态恶化的 “疾症”。基础薄弱，交通闭塞，经济发展缓慢，文化落后，农村劳动力素质低等问题非常突出，是全县贫困面最大，贫困程度最深的乡。 乡政府所在地是一个百十户人家的小镇，一条土路穿镇而过，灰色砖石房屋沿街错落，一条小河与土路交叉，从乡政府门前流过。这是志愿者们有生以来看到的最简陋的乡政府：一栋六七十年代的青灰色小楼的三层，一间不到100平的筒屋，三纵四横十几套简单而充满沧桑感的长条桌椅，二十几个人在里边办公却大有空旷的感觉，因为，除却这些桌椅和趴在角落里的几张暗红色破旧沙发，几乎再无家具。如果不是靠窗桌上一台社会捐助的台式电脑，我们几乎忘记今夕何年，时间似乎回到了遥远的六、七十年代……
